Q: Does it have tobe exactly 24v input or could you do a 20v in on that and have it be the same?

The input range is 15v to 40v.you could do 20v input.

Q: Can someone please help me understand why the diagram shows ± off the PS is wired up to the ‐ side of this device?

Just a mistake in the diagram, the colored wires are the positive lines. The black are common negative.

Q: What is the awg gauge of the wires on 20a version?

It's 16AWG for the model 24-12-20A.
